Administrative Measures Governing Scholarship Program for International Students at Harbin Institute of Technology, Shenzhen

为吸引更多的优秀国际学生来我校攻读学位，并激励在校国际学生认真学习、积极向上，特设立“哈尔滨工业大学（深圳）国际学生奖学金”（以下简称“HITSZ奖学金”）。为规范HITSZ奖学金的管理，特制定本办法。

The Scholarship Program for International Students at Harbin Institute of Technology, Shenzhen (hereinafter referred to as the “HITSZ Scholarship”) is established to attract more outstanding international students to study any degree program at our University, as well as encouraging such international students to remain academically productive, positive, and progressive. These administrative measures are formulated for the purposes of regulating the management of the HITSZ Scholarship.

一、奖学金等级

I. Scholarship Class

一等奖学金：学费全免；

First-class: 100% waiver of tuition fee;

二等奖学金：学费免除50%；

Second-class: 50% waiver of tuition fee;

三等奖学金：学费免除20%。

Third-class: 20% waiver of tuition fee.

二、奖学金申请及程序

II. Scholarship Application and Process

（一）申请人资格

(I) Applicant’s Eligibility

新申请在我校攻读学位的自费国际学生；未获得任何奖学金资助的二年级及以上在校自费国际学生。

Any self-financed international student who submits their new application for a degree program at our University; and any self-financed international student who is a sophomore without any prior scholarships at our University.

（二）申请流程

(II) Application Process

1.新申请在我校攻读学位的自费国际学生。

1. In case of a self-financed international student who submits their new application for a degree program at our University:

（1）申请人填写《HITSZ国际学生奖学金申请表》（附件1），连同入学申请材料一并提交给国际合作处；

（1）The applicant must fill in and submit the Application Form for the HITSZ Scholarship (see Attachment 1) along with the admission application materials to the International Office;

（2）国际合作处对申请人的入学资格进行审核；

（2）The International Office will review the admission qualifications of such applicant;

（3）国际合作处将审核通过的材料转至相关学院；

（3）The International Office will forward the approved materials to the relevant school;

（4）学院给出录取意见及奖学金等级评定建议；

（4）The relevant school will provide its opinion of admission and rate the scholarship level;

（5）国际合作处复核并确定申请人奖学金等级；

（5） The International Office will re-examine and determine the scholarship of such applicant;

（6）国际合作处通知申请人录取情况及奖学金申请结果。

（6）The International Office will inform the applicant of the admission status and the results of the scholarship application.

2.未获得任何奖学金资助的二年级及以上在校自费国际学生（申请流程按本办法“三、奖学金管理办法”执行）。

2. In case of a self-financed international student who is a sophomore without any prior scholarships at our University, the application process shall proceed in accordance with the section headed “III. Administrative Rules Governing Scholarship Program”.

三、奖学金管理办法

III. Administrative Rules Governing Scholarship Program

HITSZ奖学金实行年度评审，指每个学年结束后对学生的综合表现进行一次评审，决定其是否可以获得奖学金或者具有继续享受奖学金的资格和等级。

The HITSZ Scholarship is subject to annual review, under which, the comprehensive performance of students will be subject to annual review by the end of each academic year, including whether such students may be granted the scholarship or continue to be entitled to such scholarship and its level.

（一）评审对象

(I) Review Target

已获得HITSZ奖学金资助的二年级及以上在校国际学生或未获得任何奖学金资助的二年级及以上在校自费国际学生，且学习期间无违反校纪校规行为、按时交纳各种费用、未超出培养年限（本科生在校培养年限为4年，硕士生在校培养年限为2.5年，博士生在校培养年限为4年）。

Any international student who is a sophomore or above with the HITSZ Scholarship or any self-financed international student who is a sophomore without any prior scholarships at our University will be subject to review, whereby he/she shall pay various due fees on time and remain within the prescribed academic term without violating any school rules and regulations during the academic term (in which case, the prescribed academic term is set for 4 years, 2.5 years, and 4 years for undergraduate, postgraduate, and PhD students, respectively).

（二）评审流程

(II) Review Process

1. 国际合作处向各学院下发评审通知，学院通知国际学生；

1. The International Office will issue a notice to all relevant schools, who will relay such notice to the international student;

2. 申请人填写《HITSZ国际学生奖学金年度评审表》（附件2），连同成绩单等佐证材料交至所属学院；

2. The applicant shall fill in and submit the Annual Review of the HITSZ Scholarship Status (see Attachment 2) along with such supporting documents as his/her transcript to the appropriate school;

3. 学院审核、收集、汇总评审材料，对申请人的成绩、考勤、综合表现等方面进行评审后，将评审材料和结果汇总报至国际合作处；

3. The school will perform a review over the performance, attendance records, comprehensive performance, and other factors of the applicant after examining, collecting, and consolidating the review materials, and such review materials and results will be reported to the International Office.

4. 国际合作处复核后，报主管校领导审批并将审批结果通知到学院；

4. Upon re-examination, the International Office will report to the relevant university leaders for approval and relay the approval results to the appropriate school;

5. 学院将评审结果通知申请人；

5. The school will notify the applicant of the review results;

6. 学院将学生签字确认的《HITSZ国际学生奖学金评审结果通知书》（附件3）交给国际合作处，国际合作处存档备查。

6. The school will submit to the International Office the Notice of HITSZ Scholarship Review Results signed and confirmed by the student as a record for future inspection.

（三）年度评审时间

 (III) Annual Review Schedule

1. 秋季学期初，进行本科生、硕士生、秋季入学博士生奖学金年度评审；

1. At the beginning of the autumn term, undergraduate, postgraduate, and PhD students admitted for the autumn term will be subject to annual review of the scholarship;

2. 春季学期初，进行春季入学博士生奖学金年度评审。

2. At the beginning of the spring term, PhD students admitted for the spring term will be subject to the annual review of the scholarship.

四、年度评审标准

IV. Annual Review Standards

评审标准含四个方面：

The review standards cover the following four aspects:

（一）出勤率：年度考勤出勤率不低于80%；

(I) Attendance record: The annual attendance rate shall not be less than 80%;

（二）学业考试或考核成绩：考试或考核成绩无D阶及以下或缺考，且达到下列标准：

(II) Academic examinations or appraisal performance: no Grade D or below or absence from examination/appraisal is recorded, and the following requirements are also met:

1.一等奖学金：A阶数量占总课程门数60%及以上；

1. In case of the first-class scholarship: A-rated courses must remain 60% or above of the total courses;

2.二等奖学金：B阶及以上数量占总门数60%及以上，其中A阶数量占总课程门数不低于30%；

2. In case of the second-class scholarship: B-rated or above courses must remain 60% of above of the total courses, amongst which, A-rated courses must remain above 30% of the total courses;

3.三等奖学金：B阶及以上数量占总门数60%及以上。

3. In case of the third-class scholarship: B-rated or above courses must remain 60% or above of the total courses.

（三）博士研究生学业考核为课题研究、论文开题、中期报告等进展或完成情况。

(III) Academic appraisal for PhD and postgraduate students includes subject research, dissertation proposal, and mid-term report on subject status or completion status.

（四）综合表现：是否遵纪守法、积极向上；是否尊敬师长、团结同学；是否有集体观念、积极参加学院和学校各项活动等。

(IV) Comprehensive performance: whether such review target abides by the rules and laws, stays positive and progressive, shows due respect to lecturers and elders, unites with classmates, has a sense of collectivism, and participates in school /university events.

五、其它

V. Others

（一）经我校批准的因病休学者，其所享受的奖学金资格最长可保留一年；

(I) Those with a University-approved leave of absence due to sickness may retain their eligibility for the scholarship for a maximum of one (1) year;

（二）因个人原因休学或中断学业，其来年享受的奖学金资格自动取消；

(II) Those with a leave of absence from school or education interruption that is caused by personal reasons will automatically be disqualified for the upcoming scholarship;

（三）获得中国政府奖学金、其它政府或组织类似奖学金资助的学生，原则上不再享受HITSZ奖学金的资格；获得深圳大运留学基金资助的学生，对于其获得的资助，我校处理办法如下：

(III) In case that any student is entitled to scholarship programs backed by the P.R.C government, or other similar scholarship programs sponsored by other governments or organizations, he or she in principle will not be entitled to the HITSZ Scholarship. In case of students who receive support from the Shenzhen Universiade International Scholarship Foundation, our University will offer the following package in response to his/her support:

1.资助款将分两次发放给受助学生。学校将于收到大运基金会资助款后向受助学生发放第一次补助，于本学年留学时间过半后发放第二次补助;

1. Scholarship will be granted in twice. HITSZ makes the first grant after receiving the money from Shenzhen Universiade International Scholarship Foundation. The second grant will be paid during the second half of each academic year.

2.受助学生本人需前往国际处领取获奖证书并提交供奖助金发放使用的银行卡信息正反面复印件；

2. Grantees are required to collect the certificates in person and submit copies of bank card for receiving the scholarship.

3.根据大运留学基金会要求，受助学生每年需提交两篇学习报告。未能按时提交报告的学生，大运留学基金会将取消其奖学金申请资格。受助学生应于每学期结束前将经本人签名的学习报告上交至国际合作处，未按期上交将影响后续补助发放。

3. According to the regulation of Shenzhen Universiade International Scholarship Foundation, grantees are required to submit 2 study reports each academic year, or they will lose the opportunity to apply for such scholarship in the future. Grantees should submit one study report with signature to International Office when each academic semester ends.

（六）本办法由国际合作处负责解释，自发布之日起实施。

  (VI) These measures, interpretation of which shall be subject to the International Office, will take effect from the date of release.
